The intention of an ASB Case Review is to encourage a collaborative problem-solving approach between relevant bodies when dealing with persistent cases of anti-social behaviour. This includes incidents relating to hate crime.
Former ‘Loose Women’ host and TV cop Lisa Maxwell presents a short film that gives advice to people suffering prolonged anti-social behaviour. In a case of art imitating life, the five minute video funded by the Office of the Police and Crime Commissioner (OPCC) for Gloucestershire, is the latest project financed through the Government’s Safer Streets Fund aimed at tackling the culture of ASB and male violence and intimidation against women and girls.

ASB Case Review’s give victims, or victims’ representatives, the right to ask local agencies to review how they have responded to previous ASB complaints. As well as considering what further actions might be taken where the behaviour persists.
It is not a complaints procedure. Its purpose is to offer a ‘safety net’ for vulnerable victims and to help avoid individuals being passed between agencies without resolution.

Subject to meeting the threshold (listed below), anyone who is affected by ASB can ask for a Case Review. A Case Review can also be requested by someone acting on behalf of the victim, whether this is a family member, a carer, or even an MP, although written consent will be needed if it is not the victim.

In Gloucestershire we also invite Solace (Solace – Gloucester City Council), Gloucestershire’s Fire and Rescue Service, The Youth Support Team, Probation and more. Most importantly, the victims (or their representatives) are invited to attend the ASB case review.

Within a week, the ASB Case Review lead will contact you to acknowledge receipt of the completed application. They will also offer you a referral to Gloucestershire Victim Support.
Within 2 weeks, the ASB Case Review Lead will contact the relevant agencies (police, council, and housing) and ascertain whether the application reaches the threshold. They will let you know the outcome following contact with the relevant agencies.
If the application reaches the threshold, we will advise you in writing of the time date and place of their ASB Case Review meeting. The ASB Case Review Lead will also make personal contact to discuss and explain the review process.
Within 4 weeks, the ASB Case Review should take place. You will be invited to the ASB Case Review with the option to attend for the first 20 minutes to help agencies understand the impact of the ASB.
Within a week of the ASB Case Review meeting, the ASB Case Review Lead will contact you to discuss the outcome and recommendations of the review.
If your request is not progressed to a full case review meeting, or the case review meeting determines that we cannot take any further action, there is a right of appeal. You must do this in writing, either via email or letter, to the Office of the Police and Crime Commissioner at:

It is mandatory to publish the number of ASB Case Review applications and how many proceeded to a case review/recommendations under the ASB, crime and disorder act 2014.
