A Compassionate approach

We take a compassionate approach to everything we do; but this priority specifically addresses the way we approach animal welfare and ending cruelty to animals.

Priority lead: Hilary Allison

Organisation: Office of the Police and Crime Commissioner

To develop an approach for the Constabulary and OPCC to help animals enjoy a life free of cruelty and ensure both legal entities have regard to animal welfare in their policy development

To work with partner agencies to ensure positive action is taken against those who break the law in relation to the welfare of animals.

“As an animal lover, I am really delighted to lead this commitment because it’s about doing what we can to ensure a society that’s fair, just and compassionate. That compassion applies to animals and their ability to enjoy a life free of cruelty or suffering.”

A number of studies have demonstrated links between people who abuse animals and who then go on to offend against other people. This commitment links closely to the Police and Crime Plan’s other commitment ‘A green and pleasant county,’ and to other areas, such as our approach to neighbourhood policing.

We work closely with other partners including the RSPCA, Cheltenham Animal Shelter, the Dogs Trust and the Wildlife Crime Engagement Group. We also have a Rural and Environmental Crime Liaison Officer (RECLO) based in the Force Control Room, who is training colleagues in how we respond to wildlife, pet and rural crime.

Our commitments include:

  • working with organisations who seek to educate in animal welfare and responsible ownership matters
  • ensuring the Constabulary maintains good levels of expertise to understand issues such as wildlife crime and other illegal activity, such as crimes against endangered species
  • ensuring the Constabulary treats its own animals (police dogs and horses) with compassion, respect and the highest levels of animal welfare and values the service they deliver and the work they do
  • ensuring proactive crime prevention advice is made available to pet and other animal owners
